The approach to safety has undergone substantial changes over the years. It has
been subject to fads and fashions but there has been a steady move towards self
regulation, an example of which is the use of safety management systems. By
self-regulation, I mean that a successful organisation or industry regulates or
controls itself, rather than just relying on detailed national laws or
government directives to tell it what to do.

regulation, an example of which is the use of safety  management systems. By
self-regulation, I mean that a successful  organisation or industry regulates or
controls itself, rather than just  relying on detailed national laws or
government directives to tell it  what to do. This might mean, for example,
government / industry  voluntary agreements, adherence to professional codes of
practice and  the use of internal standards,procedures and rules. Management
systems  provide a framework to help companies move towards their goals. Safety 
management systems are management systems with a safety spin. Management 
concepts are not difficult, once you get used to the language.  Sometimes, it
does get a bit overdressed. Safety is increasingly being  seen as just another
business risk that needs to be managed, just like  other aspects of the
business. Business management systems have been  used for many years, so it
makes absolute sense to apply it to safety  too
